CPM is committed to providing and maintaining a safe and healthy working environment for all workers, contractors, volunteers, visitors and members of the public. Hazards or risks to health and safety will be eliminated of minimised, as far as reasonably practicable, so as to prevent injury, illnesses and dangerous incidents. CPM considers safety and incident prevention to be vital to the ultimate success of the organisation’s operation and is an integral part of management’s responsibilities.

Management will meet these responsibilities by:
  • Complying with both the legislative and regulatory requirements for all matters to work health and safety.
  • Empowering all employees and contractors to cease work where there is a threat to safety.
  • Providing a safe working environment.
  • Providing safe working conditions and safe operating procedures for all company activities.
  • Eliminating workplace hazards as much as reasonably possible.
  • Developing a consultation process that involves all workers in identifying and resolving health and safety issues.
  • Providing workers, contractors and visitors with information, instruction, training and supervision to allow workers to work safely and without risk to their health.
  • Making safety equipment and personal protective equipment (PPE) available whenever required.
Employees will contribute to a safe workplace by:
  • Complying with company policy and procedures.
  • Following instructions and training provided by the company.
  • Contributing to the consultation process by reporting hazards, incidents and injuries.
  • Ensuring that they use all PPE and safety equipment provided by the company.

Our goal is to have no injuries to workers, contractors and members of the public within our workplace. This can only be achieved through consultation and cooperation by all.

Before going to site:
  • Ensure you have completed this induction and fully understand your rights and requirements when working on a CPM project.
  • Ensure that you or your company has submitted any WHS documentation that is required. This includes Safe Work Method Statements, certificates, training information or equipment certifications. You should have a clear understanding of this information and have signed onto it if required.
  • Ensure that your portable tools are compliant with tested and tagged regulations and in line with CPM requirements.
  • If you need to perform high risk work on a CPM site ensure you have the correct compliant ticket and competency to perform that work. You should have this on you at all times and send a copy to CPM for our records.
  • Inform CPM if you have any existing injuries or illnesses that may require special attention or deem you unfit to work or at increased risk on a CPM site.
First time on site:
  • The first time you attend site on a CPM project you are required to make yourself known to the Site Supervisor so you can get a site orientation. This will include, emergency evacuation information, any site hazards (overhead power etc), toilets, lunch room or any other facilities available. You should also take this time to familiarise yourself with the location of fire extinguishers, first aid kits and any other important information for that site.
  • IMPORTANT: You need to have a site orientation each time you go to a NEW CPM project and ensure that you sign onto the Site Orientation document.
  • You should take the time to check with the Site Supervisor if there are any site specific requirements for the site such as, where deliveries are placed, rubbish removal, hazardous goods storage etc.
  • IMPORTANT: Each site will have a poster on general rules for CPM work sites, take the time to read this andunderstand what is required of you on site.
General Site Rules:
  • NO Smoking onsite. All CPM sites are smoke free.
  • NO Drugs or Alcohol is allowed on site.
  • You are NOT to perform any work or enter a CPM site under the influence of Drugs or Alcohol, random testing may be conducted.
  • All incidents MUST be reported to the Site Supervisor no matter how minor.
  • All Injuries MUST be reported to the Site Supervisor no matter how minor.
  • If you see something that may be dangerous or hazardous report it to the Site Supervisor immediately.
  • If you are onsite when Toolbox talk or other Safety Meeting is held attendance is Mandatory unless you are given special permission by the Site Supervisor to continue work.


It is a requirement on ALL CPM work sites that Risks and Hazards are documented and managed. CPM has a procedure for the application of this process. As a minimum:
  • ALL High Risk work requires a SWMS, this includes Work at Heights, Confined Space, Crane work etc.
  • ALL SWMS’s should be provided to the Site Supervisor for approval prior to commencing any works.
  • One off jobs that are difficult or hazardous can be Risk Assessed and controlled by the use of a JSEA. This process will be conducted by the Site Supervisor and involve all the members of the work team involved in the task.
It is every persons responsibility on site to assess and manage the risks and hazards of the construction site.
ALL decisions about the level of risk accepted on site will be directed to the Site Supervisor.

During site orientation ensure you become familiar with the Emergency Evacuation plan for the site, each site is different and it is your responsibility to know what to do in an emergency. In the event of an emergency you must follow the directions of the Site Supervisor or Project Manager.

If the situation is life threatening call 000 immediately and then inform the Site Supervisor.

In all other situations contact the Site Supervisor first and then raise the alarm.
   


All incidents and Injuries MUST be reported to the Site Supervisor. In the event of an incident you must:
  • Fill out an incident form.
  • Fill out a witness statement if required.
  • Answer questions honestly and openly, it is important that CPM understands the causes of any incident to ensure it does not happen again.
In the event of a Serious Incident the scene must be preserved as much as possible after assistance is given to any injured persons. This will enable a better investigation into the causes of the incident.

It is a requirement of working on a CPM site that you participate fully in any incident investigation.

As part of CPM’s commitment to ensuring a safe work environment for all people on our work sites we require people to be Fit for Work. This means:
  • Free from Alcohol or Drugs.
  • Well rested and Not fatigued or tired.
  • Not carrying an injury or illness that could affect yours or other people’s safety.
  • Hydrated and in a generally well state.
Should you have any concerns about your own fitness for work or any other persons please contact the Site Supervisor as soon as possible.

ALL CPM sites require the use of a hat and the use of sun protection. This can be in the form of long sleeved clothing, Sun screen, or working in the shade.

Entering a Confined Space is a High Risk activity and requires the correct license and experience. If you are unsure about whether a confined area would be considered a ‘Confined Space’ CPM has a risk assessment tool to help you and the Site Supervisor decide. You must complete this assessment if there is any doubt. If the area is already labeled as a Confined Space then you must follow the CPM Confined Space procedure in conjunction with the Site Supervisor.

UNDER NO CIRCUMSTANCES CAN YOU:
1.  Enter a Confined Space without permission from the Site Supervisor.

2.  Enter a Confined Space without procedures in place such as:
a) Spotter.
b) Rescue Plan.
c) Atmospheric testing (if required).

Dial before you dig must be contacted before commencing the dig to ensure no services are in the area.
All excavations must be approved by the Site Supervisor prior to the commencement of digging.

ALL excavations must have barricading around unprotected sides when unattended.
Deep excavations (greater than 1.5m) must:
  • Bench the sides.
  • Provided safe access and egress (ladder or other method)
  • Barricaded at all times.
  • All spoil should be placed more than 1m from the edge of excavation.

NO Hot Works shall be undertaken on a day of Total Fire Ban. This includes, welding, grinding, oxy and any other form of Hot Works.

At all other times it is a requirement that the following rules be followed:
  • Always have fire fighting equipment on hand.
  • Never undertake Hot Works near any source of ignition.
  • Always communicate with others around you of the Hot Works commencing.
  • Always use the correct PPE for the task ie welding mask etc.

If Hot Works must be undertaken in an area with sources of ignition you must do the following:
  • Inform the Site Supervisor and gain permission.
  • Cover all sources of ignition with fire blankets.
  • Have a spotter in place to watch for fires.

ALL crane lifts are to be done in the presence of the Site Supervisor or Project Manager.
ALL crane lifts must have a SWMS’s and a lift assessment if required.
ALL cranes must have certificates and ALL lifting gear must be tagged and certified.
ALL Crane operators must be ticketed and competent.
ALL Riggers and Dogman must be ticketed and competent.

No other personnel are to enter the area when a crane lift is underway.

No person or vehicle is to pass under a suspended load at any time. 

All chemicals that will be used or stored on site must be reported to the Site Supervisor prior to arriving on site. ALL Dangerous or Hazardous chemicals and substances must be accompanied by an MSDS and stored according to the requirements of Australian regulations. If you have any doubts about the correct way to do this please contact the Site Supervisor prior to bringing the chemical or substance to site. Pressurized equipment such as Oxy Acetylene are to follow the same testing regime as tools. All hoses and fittings should be checked prior to use each time and on a quarterly basis. Pressurized equipment must be stored upright and in the correct location when not in use. 

All portable power tools are to be tested and tagged in accordance with Australian regulations and colour coding. Any tools found not to be compliant will be tagged out and are not to be used on site until tested.

  December to February
  March to May
  June to August
  September to November

A Test & Tag register must be available for all equipment on site and should be kept up to date at all times. 

Using the correct technique for manual handling is vital to maintain good back health. The illustration below outlines the requirements. Always use mechanical assistance or a group lift if possible. Always warm up first, especially in cold conditions. If you have any doubts about the correct way to lift an item contact the Site Supervisor before lifting to discuss other options.  


ONLY THE PERSON THAT PLACED THE BARRICADING OR SIGN MAY REMOVE THE BARRICADING OR SIGN.

The Site supervisor may give permission to remove barricading or signs once the area has been assessed in the
absence of the original person.
  • Hard barricading should be used where possible.
  • Hazard tape is not to be used for barricading of High Risk areas such as excavations, electrical hazards or drop zones.
The site fence may not be disturbed in any way without the express permission of the Site Supervisor. All signage on the site fence is placed or removed with the express permission of the Site Supervisor. 

General site housekeeping rules:
  1. All non-hazardous rubbish is to be placed in the bins provided. If the bins are full please notify the Site Supervisor immediately.
  2. All hazardous material should be removed from site and disposed of in the correct manner immediately.
  3. All work areas MUST have clear access and egress of at least 1m in width.
  4. All tools and equipment MUST be stacked neatly, out of the way.
  5. The Site Supervisor must be contacted when large deliveries are arriving to ensure that the goods are placed in the correct position on site.
  6. Leave it how you found it. If it was locked then lock it, if it was closed then close it, if it was full then fill it.
  7. The site lunch room must be kept clean and tidy at all times.

Worker/Subcontracted Employee
  • Agrees to follow and implement all aspects of the CPM General Site Induction.
  • Accountable for the identification and reporting of all hazards at the work site and exercising safe behaviours at all times.
  • Work within the CPM HSE Management System and applicable Project HSE Management Plans for the worksite.
  • Apply trade skills in a safe and competent manner.
  • Be an active member of the Site team by exercising personal ‘Duty of Care’ and look out for work mates.
  • Operate plant and equipment, and carry out specialised work, if assessed as competent and approved to do so, and only in accordance with manufacturer / supplier manuals, and training and instruction provided. DO NOT exceed safe working limits.
  • Use the correct personal protective clothing and equipment for the job task.
  • Actively participate in the preparation of JSEA’s and SWMS’s when required.
  • Immediately correct any hazards identified (wherever possible), and report to site supervision to action.
  • Immediately report any incident or accident on the project, and assist in their investigation with site supervision.
  • Assist in the resolution of safety matters in a responsible and positive manner.
  • Comply with all procedures and instructions in a safe manner.
  • Attend and participate in all scheduled HSE meetings.
  • Comply with all legislative and Site HSE requirements.
  • Maintain good housekeeping standards throughout the work site and accommodation areas.
  • Ensure that emergency response equipment is maintained in good working order, and report any usage immediately to site supervision.
  • Participate in emergency response drills.
  • Ensure that there is no pollution or environmental damage during the completion of work activities on site.
  • Contain and report any emissions immediately to site supervision.

CPM reserves the right to remove anyone who fails to follow CPM’s Safety plan on site or the instruction given in this induction. The Safety plan is available from the Site Supervisor and is part of the Subby pack when a tender is awarded.

Ensure you have a good understanding of what is required and be sure to ask the Site Supervisor if you are unsure. Please make sure when you arrive at a new CPM site that you collect the emergency contact numbers for the site and understand the emergency procedures.

By completing and submitting this induction form, you accept that you have been inducted into the CPM safety management plan and agree to abide by the information you have been given whilst onsite or under the direction of CPM or a CPM delegate, and that you will follow ALL site rules and report any incidents or injuries immediately.
